Public and private partners play a crucial part in combating cybercrime. The cybercrime ecosystem is flexible and resilient. Local interventions are important where possible, but they are not necessarily of great impact on the system as a whole. Counteracting therefore requires a comprehensive and systemic approach, in which various stakeholders have their own expertise and responsibilities. Although law enforcement and prosecution play an important role in this comprehensive approach, other public and private stakeholders play a crucial role as well. A comprehensive and systemic approach not only entails prosecuting cybercriminals, but also disrupts criminal activity, notifies victims and entails prevention that focusses both on victims and offenders.
