Caroline Sander  is a senior executive within the National Police of the Netherlands, with more than 15 years of experience leading complex investigations and national security initiatives. As Program Director Cyber at the National High Tech Crime Unit, part of National Investigations and Special Operations, she is responsible for driving the strategic development and operational execution of the Netherlands Police’s approach to cybercrime and other emerging digital threats.

Prior to her current role, Caroline  led the Electronic Crimes Taskforce (ECTF), where she directed multidisciplinary teams tackling sophisticated cyber-enabled crime and strengthened collaboration between law enforcement, government, academia, and the private sector. Earlier in her career, she held leadership positions within the Central Criminal Investigations Service, including Program Manager for Heroin and Cocaine investigations.

Caroline holds a Master of Criminal Investigation from the Dutch Police Academy and has built a distinguished career at the intersection of criminal investigations, innovation, and cyber security. She is recognized for her expertise in developing national strategies and operational capabilities to address the evolving challenges of organized crime and cybercrime.
