The boundary between cybercrime and state-sponsored cyber operations has never been more contested or more consequential. With the ever increasing impact of cyber incidents, fueled by a broad range of increasingly hybrid adversaries, we are facing a multifaceted problem. The mingling of criminal and state actors comes with significant challenges, especially how the Dutch cyber ecosystem and its governance is organized: separation between criminal investigations, resiliency and national security, the role and responsibility of the private sector, be it a potential victim all the way to big tech. Bring the AI-surge and geopolitical shifts into the mix and it is clear we are in dire straits. Our adversaries are able to intertwine their goals, be it by simply using criminals as a proxy up to offensive public-private partnerships from nation states with academia. This panel brings different perspectives together on both the challenges and opportunities ahead.
