Matthew Grote

Matthew R. Grote is a Senior Advisor for Strategic Initiatives at the Cybersecurity and Infrastructure Security Agency within the U.S. Department of Homeland Security.  His recent strategy and policy efforts include supporting development of: CISA’s cybersecurity strategy; guidance to boards of directors; approaches for countering ransomware; efforts to protect civil society organizations from authoritarian digital repression; and options for incentivizing cybersecurity in non-federal entities.  Previously, he supported cyber policy and oversight in the Office of the Secretary of Defense; led cyber legislations efforts within the Senate Homeland Security and Governmental Affairs Committee; and conducted security audits for the Government Accountability Office.  He holds a bachelor’s degree in information sciences and technology from Penn State University and a master’s degree in technology policy from Georgetown University.
