Marc Kuipers

National Coordinator for Counterterrorism and Security

Marc Kuipers was appointed National Coordinator for Counterterrorism and Security on 1 January 2026. Mr. Kuipers studied Dutch Law at Utrecht University. He has since worked primarily in the field of security and intelligence. In 1992 he joined the Ministry of Justice, where he held various policy and management roles before becoming director of executive agency Justis in 2000.

In 2005 he transferred to the General Intelligence and Security Service (AIVD) where – during the next 12 years – he held several senior management positions, including that of deputy director-general. In 2016 Mr. Kuipers was appointed inspector-general at the Netherlands Labour Authority. Five years later he continued his career in Japan, serving as the Dutch consul-general in Osaka, in which capacity he represented the Netherlands as commissioner-general at World Expo 2025. On 1 January 2026 Mr. Kuipers took up the role of National Coordinator for Counterterrorism and Security (NCTV).  

Since the establishment of the NCTV, central government has had a single organisation that deals with national security, including cyber security. Together with our partners in the security sector, the NCTV is committed to making the Netherlands a safe and stable place.
