This proposal is submitted by the Online Trust Coalition (OTC). The OTC is a public and private partnership at the initiative of the Dutch Ministry of Economic Affairs.
Its mission is to enhance trust in online services, with a particular focus on cloud infrastructure—an essential enabler for digital innovation and Europe’s strategic autonomy.
The OTC has developed the International Digital Reporting Standards, providing a standardized methodology enabling organizations to report annually on the governance of their digital processes and IT risks—analogous to financial annual reporting.
The IDRS platform is the governance body for the standards that will organize collaboration between stakeholders around digital legislation with the aim of increasing economic strength and societal digital resilience. The platform will focus on three main activities, namely: sharing knowledge and best practices between providers, recipients and IT auditors, forming opinions and evaluating upcoming and existing legislation and the further development and management of the IDRS. The initiators are the Online Trust Coalition, the Dutch Authority for Digital Infrastructure, the Ministry of Economic Affairs, the Ministry of the Interior and Kingdom Relations, the Ministry of Finance/Central Audit Service, De Nederlandsche Bank, Arcadis, CZ-group, TIAS, Vrije Universiteit, ECP | Platform for the Information Society, Institute of Internal Auditors and NOREA, and is housed at ECP.
The IDRS is based on internationally recognized frameworks and received strong support from the Dutch Parliamentary Committee on Digital Affairs on 29 January.
