What happens when an adversary pulls the plug on an entire offshore wind sector? Under the FLECS programme of Energy Innovation NL, six industry partners (TenneT, Ørsted, RWE, Eneco, Gemini Windpark and Siemens Energy), the AIVD, NCSC and Bureau Veritas mapped the sector’s attack surface and ran Exercise Windshield: the Netherlands’ first sector-wide cyber crisis simulation for offshore wind. Six crisis teams were activated in a realistic scenario, testing incident response, cross-organisational communication, and government-industry coordination. This session walks sector leaders through the exercise design, the uncomfortable lessons inside the crisis rooms, and how Exercise Windshield II is raising the bar.
