Max van der Horst is a CSIRT Operations Lead and Disclosure Coordinator at the Dutch Institute for Vulnerability Disclosure (DIVD), where he investigates emerging cybersecurity vulnerabilities and their exploitation in the wild. Since 2021, he has contributed to investigations involving over one million vulnerability notifications worldwide.
Max’s work sits at the intersection of technical security research, threat intelligence, and governance, where he combines hands-on experience with ethical, legal, and policy awareness to help shape a more resilient internet—often in collaboration with governments, industry, and academia. In parallel, Max is a PhD candidate at Delft University of Technology, where he studies anti-abuse strategies and threat intelligence practices within the Dutch hosting ecosystem.
